In the aftermath of the Covid-19 pandemic, many NYC landlords reported negative experiences with the housing subsidy system, including late payments, confrontational tenants, and lengthy eviction procedures (Park, 2023). There has been considerable dissatisfaction with organizations like the Human Resources Administration (HRA), the Department of Homeless Services (DHS), the New York City Housing Authority (NYCHA), and government-contracted programs such as Home Base. These experiences have led to a strained and distrustful relationship between voucher holders and landlords.
Agencies that fund popular subsidies, such as Cityfeps, Section 8, and SOTA, express concerns that voucher holders are being discriminated against due to their method of rent payment. Furthermore, these agencies are still grappling with the consequences of the Covid-19 pandemic. Staff shortages in NYC human service agencies have led to lawsuits from voucher holders and landlords over inefficient administrative practices. Agencies like the HRA, DHS, and Section 8 are also struggling with budget constraints, which have reduced the availability of vouchers and housing subsidies (McDonough, 2022). Subsequently these organizations are not receiving any grief or grace from voucher holders or landlords.
Meanwhile, voucher holders often endure lengthy waits, sometimes up to eight weeks, just to be seen and assessed. These individuals are frustrated and distressed as they face difficulties finding housing with a voucher. When they approach the agencies that issued their vouchers, they are frequently informed that brokerage services are unavailable, though advice on how to navigate the market and resources provided. Unfortunately, landlords and brokers, the gatekeepers of housing, are often unwilling to work with them.
HOW CAN WE HELP YOU “THE LANDLORD”
In response to these challenges, Nyrentalassistance.com proposes a web platform designed to understand the issues that individuals and underrepresented communities face, such as mental health, employment, and domestic violence. This platform will offer an opportunity for voucher holders to sign up for an in-depth interview and screening session, with the aim of considering each case individually. We acknowledge the biased judgments that often occur in the housing process, and our assessment rubric is designed holistically, taking into account the mental and environmental challenges of voucher holders.
Our platform operates on the belief that everyone deserves to apply, be interviewed, and be treated as a respected member of the working class. We aim to advocate effectively for our selected applicants, using our network and credentials to build trust between landlords and voucher holders. The platform will also provide landlords with a selection of pre-screened tenants. Given sufficient funding and government support, we believe our platform will improve the success rate of voucher holders in finding housing and foster more trusted relationships between landlords, brokers, and housing subsidy programs.
